EXECUTIVE SUMMARY
The Residential Street Rehabilitation Program, Job No. 40190, is a multi-year capital improvement program, with a funding allocation included in the City's current capital budget. The next phase of this program includes the second year of the 2020 Pavement Management Study (PMS) and is described as Cycle 2, Phase 4. In addition to the second-year streets identified in the PMS (see the attached map), the Project includes Council-selected deferred maintenance street improvements and the alley segment east of McBain Avenue, which was approved as part of the adopted Capital Improvement Program (CIP) Budget for FY 2024-25 and included in the 2024-29 (CIP) model.

On December 17, 2024, the City Council approved the project plans and specifications and authorized the City Clerk to advertise the Project for competitive bids. On February 20, 2025, seven bids were received and publicly opened in the City Clerk's Office. After reviewing the bids, LCR Earthwork and Engineering, Corp. (LCR), with a bid amount of $2,595,851.00, was found to be the lowest responsible bidder. Construction is expected to begin in April 2025 and take 100 working days to complete.

BACKGROUND
The Residential Street Rehabilitation Program is an on-going CIP created to resurface and repair residential streets. The annual implementation of the program increases the life of the existing pavement and improves the ride of the streets. This program supports the City's Strategic Plan goal to "Invest in the City's Infrastructure."
