ACCEPT AS COMPLETE THE MANHATTAN BEACH BOULEVARD RESURFACING - AVIATION BOULEVARD TO INGLEWOOD AVENUE PROJECT, JOB NO. 41160, AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION FOR THE PROJECT WITH THE LOS ANGELES COUNTY REGISTRAR-RECORDER AND RELEASE THE RETENTION PAYMENT UPON EXPIRATION OF THE 35-DAY LIEN PERIOD AFTER SAID RECORDATION AND NO CLAIMS BEING FILED UPON THE PROJECT

EXECUTIVE SUMMARY
On October 3, 2023, the City Council approved plans and specifications for the Manhattan Beach Boulevard Resurfacing - Aviation Boulevard to Inglewood Avenue Project, Job No. 41160 (MBB Project), authorized competitive bidding, and appropriated additional STPL funds. Due to a Federal Corrective Action imposed on Los Angeles County in the Fall of 2023, distribution of STPL funds by the Los Angeles County Metropolitan Transportation Authority (Metro) have been put on hold, effectively ending the STPL program. In April 2025, the Metro Board of Directors authorized STPL Fulfillment agreements to supersede STPL Exchange Agreements and allow the funds to be used on projects that begin on or after April 24, 2025.
Accordingly, staff is requesting a retroactive 2024-2025 budget modification resolution to appropriate $1,747,973 of STPL monies initially allocated to the MBB Project to the Aviation Boulevard Resurfacing - Artesia Boulevard to Manhattan Beach Boul...
