EXECUTIVE SUMMARY
The proposed fourth amendment to the Agreement with Melad and Associates, Inc. (Melad and Associates) includes a $217,612.78 increase to the contract amount that will allow the firm to assist with building plan check reviews and continue to provide temporary Permit Technician services to augment staffing levels while the Community Development Department implements its new permitting system. The proposed amendment brings the total contract value to $528,612.78, which is avaiable in the Community Development Department's FY 2024-25 operating budget and is offset by plan check fee revenue.

BACKGROUND
In 2024, the City initiated a process to select outside firms to provide plan check services on an as-needed basis to assist with building permit application review. Through the request for proposals process, the Community Development Department recommended five firms for award based on their qualifications and experience. The City Council then approved the five agreements, which included an agreement with Melad and Associates.

Consulting firms help the Community Development Department achieve timely building plan check review and bridge staffing gaps, when needed. Melad and Associates has demonstrated competency and expertise in plan check review and staffing services for the City. As such, staff recommends approval of the proposed fourth amendment which will fund additional plan check and temporary staffing services in order to maintain and improve customer service levels in the Building Division.
