EXECUTIVE SUMMARY
In response to a resident request, staff is bringing forward a Public Works, Safety, and Sustainability Commission (PWSSC) recommendation to install speed cushions along the 300 block of Avenue F between Pacific Coast Highway (PCH) and Palos Verdes Boulevard (PVB). All resident support and engineering criteria were met in accordance with the City Council's Speed Cushion Policy. Because this block met the City's policy thresholds, staff recommended three sets of speed cushions on the block and presented the findings to the PWSSC on June 22, 2026. No community opposition was received at the PWSSC meeting. Based on these factors, and the PWSSC's unanimous recommendation, staff is bringing the matter to City Council for consideration of approval.
BACKGROUND
Avenue F runs northwest-southeast, is classified as a local street, and has a 25-mph residential prima facie speed limit, similar to other streets in the area. It is approximately 40 feet wide with one travel lane in each direction, and parking is allowed on both sides of the street. The 300 block is approximately 1,200 feet long and is controlled by a traffic signal at PCH to the northwest and an all-way stop at PVB to the southeast. The Administrative Report and associated diagrams from the June 22, 2026 PWSSC meeting are attached and provide further detail of the environmental setting of the subject block.
The request was initiated by a resident who was then provided with the City's policy package to advance a request. The policy package includes petition forms, criteria to be met, and process information.
