EXECUTIVE SUMMARY
On April 18, 2023, the City Council approved a consulting services contract with Nichols Consulting Engineers, CHTD (NCE) to perform the pavement survey of all the streets Citywide and prepare a pavement management report at a cost of $234,000.

On December 19, 2023, the Council approved the first amendment to the Agreement increasing the contract amount by $319,750 to provide design and construction document preparation services for the FY 2022 and FY 2023 Residential Street Rehabilitation Program.

The proposed second amendment to the Agreement would increase the contract amount by $161,970 for the additional tasks of designing and incorporating: curb ramp bulb-outs on Emerald Street at Juanita and Irena Avenues; sidewalk extension and intersection improvements at Lilienthal Lane and Ripley Avenue; and curb ramp and median expansion improvements at Ripley Avenue and Huntington Lane. These items were approved by the City Council several years ago, with the caveat that the design be held until funds became available for completion. The projects are intended to improve pedestrian, vehicular, and bicyclist safety, while also enhancing the City's overall street infrastructure and are scheduled for construction as part of the next phase of the Residential Rehabilitation Project expected to begin this fall.
