EXECUTIVE SUMMARY
Grant funding from the State Homeland Security Program (SHSP) originates from the California Governor's Office of Emergency Services (CAL OES) and is allocated to local counties. The counties then award grant funds, via subrecipient agreements, to local jurisdictions. The City is a subrecipient of Los Angeles County for the 2024 SHSP grant award cycle and has been awarded $64,322.
The grant funds will be utilized by the Police and Fire Departments to procure agency-approved equipment and provide training to prevent, respond to, and recover from threats or acts of terrorism. No matching funds are required from the City, and all grant funds will be distributed to the City on a reimbursement basis.
BACKGROUND
The Los Angeles County Chief Executive Office is responsible for managing the SHSP grant and overseeing the grant funds distributed to specified jurisdictions within Los Angeles County, including the City of Redondo Beach.
SHSP is a multi-year program with a 3-year performance period. The 2024 SHSP extends from September 1, 2024 through February 28, 2027. Los Angeles County's Subrecipient Agreement sets forth the guidelines for grant management.
