EXECUTIVE SUMMARY
The State Homeland Security Program (SHSP) is a multi-year, federal grant program designed to prevent, protect, mitigate, respond to, and recover from acts of terrorism. Funding originates from the federal government and is distributed to the California Governor's Office of Emergency Services (Cal OES), which then allocates the funds to counties, who ultimately award grant funds to local jurisdictions.
The City of Redondo Beach was a subrecipient in Los Angeles County for the 2023 SHSP grant award cycle in the amount of $58,728, for which the performance period extends through May 31, 2026. These funds were awarded to the Police and Fire Departments to procure approved equipment, including mobile two-way radios and rescue apparatus, along with open water rescue training for firefighters.
Los Angeles County informed the City that there is an available fund balance from the 2023 SHSP grant cycle of $27,000 related to a mobile license plate reader (LPR) project that was not completed. The Police Department has been offered the opportunity to receive these funds to purchase the equipment and complete this project type.
