EXECUTIVE SUMMARY
The current Capital Improvement Program (CIP) includes $4,300,000 in available funds for the Manhattan Beach Boulevard Resurfacing - Aviation Boulevard to Inglewood Avenue Project (Project). The Project will improve the roadway along Manhattan Beach Boulevard from Aviation Boulevard to Inglewood Avenue, which is approximately one mile in length. The Project includes asphalt resurfacing, striping modifications, traffic signal modifications at the intersection of Manhattan Beach Boulevard and Dow Avenue, landscaping and irrigation design for the existing raised center medians and frontage road median, installation of drywells, and installation of Class II bike lanes along the entire Project corridor.

On October 3, 2023, the City Council approved plans and specifications for the Project and authorized competitive bidding. On November 16, 2023, six bids were received and publicly opened. The bid from Toro Enterprises, Inc., in the amount of $4,162,813.75, was found to be the lowest responsive bid from a responsible bidder.

Staff recommends the City Council adopt the attached Resolution awarding the project to Toro Enterprises, Inc. and authorizing contract execution.

BACKGROUND
On July 7, 2020, the City Council approved a professional services agreement with Cannon Corporation, Inc. (Cannon) to provide design engineering services related to the Project. The Agreement was amended twice to accommodate City requested additions to the design scope of work.
