EXECUTIVE SUMMARY
At its October 27, 2025 meeting, the Public Works & Sustainability Commission (PWSC) voted unanimously (6-0) to recommend prohibiting through and left turn movements from northbound and southbound Blossom Lane onto Grant Avenue. The discussion stemmed from safety and speeding concerns raised by area residents that were submitted to Public Works staff and the District 4 Councilmember. Engineering Services Division personnel collected data, analyzed the intersection, and provided feasible countermeasures for discussion at the PWSC. The proposed right turn only (RTO) operation would address potential right-angle collisions, reduce conflicts, and simplify intersection operations. The RTO option was supported by the PWSC and is recommended for City Council approval.

BACKGROUND
The background, data collection, analyses, and proposed countermeasures are outlined in the attached PWSC Administrative Report for the Commission's October 27, 2025 meeting. At the PWSC meeting, the commissioners received written and in-person feedback supporting RTO operations from Blossom to Grant. An additional proposed countermeasure, a striped crosswalk with rectangular rapid flashing beacons (RRFBs), were not as well received, due to a perceived lack of need relative to the cost of implementing the additional measures. The PWSC voted unanimously (6-0) to recommend the City Council approve the prohibition of through and left turns from northbound and southbound Blossom Lane onto Grant Avenue.
