EXECUTIVE SUMMARY
The City of Redondo Beach owns two concrete parking structures at the west end of Torrance Blvd. that provide access to the City's Pier and the International Boardwalk. The Pier Parking Structure, which is comprised of the North Pier Parking Structure and the South Pier Parking Structure, contains approximately 1,018 spaces. The North Pier Parking Structure was built in the early 1960's and is comprised of three levels, two structure-supported parking levels and one on-grade level with leasable space for commercial businesses on the International Boardwalk.

Due to the coastal environment, the concrete in these structures is subject to spalling and material degradation ranging from superficial to more penetrating deterioration. The City's Capital Improvement Program includes funding to complete structural repairs of this degradation for the North Pier Parking Structure. With the vacation of the former arcade in the lower level of the structure, there was an opportunity to consider seismic upgrades. However, after receiving construction bids for the work, the seismic scope was determined to be beyond the available means of the project budget, and the bidders were invited to resubmit their bids (now under the City's maintenance project procurement protocols) to address the structural repairs only. The five bidders presented quotes/proposals that were evaluated by staff. Slater Waterproofing, Inc. (Slater) offered the best combination of price and experience.
