EXECUTIVE SUMMARY
On December 10, 2024, Council approved a consulting services contract with Geosyntec Consultants, Inc. (C) to perform environmental support services for the Police Department Shooting Range project and the ongoing playground construction project at Dominguez Park at a cost of $216,100.

The proposed first amendment, if approved, would increase the contract amount by $23,950 and support three City Capital Improvement Projects in and around Dominguez Park. There would be no change to the Agreement's term. Geosyntec would provide technical documentation to support the City's project review application required by the Los Angeles County Department of Public Health related to the playground project, perform three additional field samples in the vicinity of the City's shooting range, complete three soil borings on the northern side of the park, along 190th Street, to evaluate potential causes of erosion along the slope, and prepare an engineering report that includes an erosion and sediment control plan.

BACKGROUND
In December 2024, the City Council approved a contract with Geosyntec to determine the potential environmental impacts of the Shooting Range project, per the National Environmental Policy Act (NEPA) and California Environmental Quality Act requirements in anticipation of the pending grant application for Federal funding of the project. The scope of work included document review, NEPA and CEQA compliance analysis, building materials survey, decomposed granite and shallow soil excavation, vapor intrusion field investigation, health risk assessment, and a remediation memorandum.
