EXECUTIVE SUMMARY
The Los Angeles County Metropolitan Transportation Authority (Metro) Board approved $4,000,000 in Measure M funds to plan, design, and construct bicycle, pedestrian, operational, and safety improvements to the Redondo Beach/Vail Avenue corridor between Marine Avenue and Dufour Avenue/White Circle.
The project will determine the feasibility of repurposing street right of way on Redondo Beach Avenue (RBA), north of Manhattan Beach Boulevard (MBB), to identify space for protected bicycle lanes, more street parking, and expanded landscaping. The project will also explore the feasibility of bike and pedestrian improvements along Vail Avenue from MBB to White Circle. If feasible, these improvements would improve safety for all users, shorten crosswalks, improve traffic signal efficiency, potentially increase street parking, beautify the area, replace antiquated traffic signals, and close the gap to provide an uninterrupted low-stress cycling connection between the Metro K Line Station and the North Redondo Beach Bikeway (NRBB). The Funding Agreement includes an estimated completion date of March 2029, with funds lapsing on June 30, 2030.
BACKGROUND
Measure M is a one-half cent sales tax approved by Los Angeles County voters in November 2016 to meet the transportation needs of Los Angeles County. The South Bay Cities Council of Governments (SBCCOG) approved $4,000,000 in sub-regional competitive funds for this project, which was then approved by the Metro Board on September 25, 2025.
