EXECUTIVE SUMMARY
On October 7, 2025, the Mayor and City Council approved a memorandum of understanding (MOU) with Housing, Empowerment, Recovery and Outreach (HERO) Community Services for consultation services to our Alternative Crisis Response (ACR) Pilot Program to address mental health in the community. At the Strategic Planning Session on March 31, 2026, the Mayor and City Council included in the Strategic Plan, to be adopted by the City Council, direction to staff to search for grant funding to continue the City's ACR program. The City Attorney's Office is now applying to the California Commission for Behavioral Health (CBH) for a grant from the Innovation Partnership Fund. However, the Quality of Life Prosecutor needs assistance from someone experienced in applying to behavioral health grants. Staff recommends that the Mayor and City Council approve the amendment to the MOU to add grant support services and related duties from HERO.

BACKGROUND
If the Mayor and City Council adopt the resolution on the City Council agenda to direct staff to apply for the Innovation Partnership Fund, the City Attorney's Office will need assistance to complete the application. While the Quality of Life Prosecutor has taken on the majority of the twelve required attachments, a behavioral health provider with grant application experience in this field can help strengthen Redondo's proposal and improve its competitiveness.
