EXECUTIVE SUMMARY
The Police and Fire Departments have been awarded 2023 State Homeland Security Program (SHSP) grant funding. SHSP grants originate from the California Governor's Office of Emergency Services (CAL OES) and are allocated to local counties. The counties then award grant funds, via subrecipient agreements, to local jurisdictions. The City is a subrecipient of Los Angeles County for the 2023 SHSP grant award cycle and has been awarded $58,728 of grant funds. The City Council approved the Subrecipient Agreement with LA County on December 10, 2024.
If approved, the proposed Resolution will authorize a budget modification to appropriate the grant funds, which will be utilized by the Police and Fire Departments to procure agency-approved equipment and provide training to prevent, respond to, and recover from threats or acts of terrorism. The funds will be distributed to the City on a reimbursement basis.
BACKGROUND
The Los Angeles County Chief Executive Office is responsible for managing the SHSP grant and overseeing the grant funds distributed to specified jurisdictions within Los Angeles County, including the City of Redondo Beach.
SHSP is a multi-year program with a 3-year performance period. The 2023 SHSP extends from September 1, 2023 through February 28, 2026 with the Los Angeles County Subrecipient Agreement setting the guidelines for grant management.
