EXECUTIVE SUMMARY
On July 9, 2024, the City Council approved the Police Department's use of Peregrine Technologies, Inc.'s (Peregrine) proprietary data management software to consolidate access to six disparate software platforms. Peregrine now allows customers to share law enforcement data with other qualified customers offering a capability that was not available at the time of the initial Agreement.
BACKGROUND
The existing Agreement with Peregrine granted approval for the term from July 9, 2024 to July 8, 2025 with an option to renew for two additional one-year terms. Because the feature was not available at the time, the Agreement did not include the provision to share data with other law enforcement agencies.
The availability of the new data sharing capability enhances an already impressive list of features that have demonstrated considerable value in managing the number of platforms and the volume of data created by the Police Department's technological tools. The ability to connect people, places, events, and evidence via the sharing of information between law enforcement agencies can play a pivotal role in identifying suspects and solving crimes in a more expedient manner. Peregrine has obtained, or is in the process of obtaining, memorandums of understanding (MOUs) with several law enforcement agencies including police departments for the cities of Glendale, Gardena, and Los Angeles. Additional data made available through this agreement will allow for more efficient real-time responses, enhanced investigative follow-up, and improved crime analysis by the Police Department.
