PROCEDURES:
1. Open the public hearing and take testimony regarding the introduction of the proposed CDBG 2025-2030 Consolidated Plan; and
2. Close the public hearing regarding introduction of the Consolidated Plan; and
3. Direct staff to schedule a Public Hearing for consideration of adoption of the Consolidated Plan for May 6, 2025

EXECUTIVE SUMMARY
The City of Redondo Beach receives Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to support community development activities including infrastructure improvements and public service programs. To qualify for these funds, the City must complete a five-year Consolidated Plan outlining housing and community development goals. The proposed 2025-2030 plan addresses key needs identified through data analysis and extensive community engagement. To remain compliant with HUD requirements, a 30-day public review of the proposed Consolidated Plan began April 5, 2025 and will continue through May 5, 2025. This public hearing is the first of two required by HUD and provides an introduction of the proposed plan. Staff will return with a final public hearing on May 6 which will provide the Council with the opportunity to review any public comments received and consider formal adoption of the plan.
BACKGROUND
