3. Close public hearing;
4. Adopt a Resolution by title only approving an Exemption Declaration and Conditional Use Permit for the operation of a new massage business within an existing commercial building on property located in a Commercial (C-2) zone.

BACKGROUND
Existing Site, Surroundings, Zoning, and Project Description
The applicant is requesting approval of a Conditional Use Permit to allow the operation of a massage treatment center (Queen Massage) in an approximately 1,543 square foot tenant space within an existing multi-tenant commercial building located at 2706 Artesia Boulevard. The business would occupy one existing suite, which is currently vacant.
The subject site is located on the southwest corner of Artesia Boulevard and Inglewood Avenue at 2706 Artesia Boulevard, and is currently developed with a multi-tenant commercial structure. The properties to the west, north (across Artesia Boulevard), and east (across Inglewood Avenue) are zoned Commercial (C-2). The properties to the south are zoned low density multi-family residential (R-3).
The existing subject commercial building is developed with a two-story, 3,500 ft2, multiple-tenant commercial building on a 6,532 ft2 property.
