EXECUTIVE SUMMARY
Staff recommends the purchase of one 2026 Vermeer BC1000XL wood chipper for use by the Public Works Department to recycle and reuse organic material generated in the City. The purchase will be made using California Department of Resources Recycling and Recovery (CalRecycle) Senate Bill (SB) 1383 funding, which supports organic waste material recycling programs in local jurisdictions. Competitive pricing for the vehicle was secured through the City's regular purchasing procedures.
BACKGROUND
The SB 1383 Local Assistance Grant Program, administered by the CalRecycle, provides funding to local jurisdictions to support implementation of SB 1383 requirements related to organic waste diversion, edible food recovery, and greenhouse gas emissions reduction. The grant is intended to assist jurisdictions in achieving compliance with state mandates by funding eligible projects, equipment, infrastructure, education, and outreach activities. The City has been awarded SB 1383 Local Assistance Grant funding and is authorized to use these funds for qualifying expenditures that advance its compliance efforts.
To further the City's organic waste recycling efforts, staff is proposing the purchase of a Vermeer BC1000XL wood chipper for $58,532.08 utilizing Local Assistance Grant funding. The recommended purchase will be used by the Parks Maintenance Division to process tree trimmings, brush, and other green waste generated through municipal maintenance activities into wood chips that can be reused as mulch or ground cover.
