EXECUTIVE SUMMARY
The City Council recently adopted updates to the Uniform Regulations applicable to all City Commissions, along with amendments to the ordinance pertaining to the Harbor Commission. These changes, effective November 15, 2025, provide updated direction on Commission operations and expectations, including appointment procedures, meetings practices, and Commissioner responsibilities. The City Manager has requested that the Harbor Commission receive and file Ordinance No. 3298-25 pertaining to the Uniform Regulations of Commissions and Ordinance No. 3300-25 pertaining to the Harbor Commission.
BACKGROUND
The Harbor Commission is one of several advisory bodies that provide public input, expertise, and recommendations to the City Council on specialized subject matters. To ensure consistency across all City Commissions and clarify the roles and responsibilities of Commissioners, the City Council recently adopted updates to the structure and regulations for the City's various commissions as outlined in the Redondo Beach Municipal Code (RBMC), along with targeted amendments to the Harbor Commission ordinance.
On October 14, 2025, the City Council adopted Ordinance No. 3298-25, which amended sections of the RBMC to update the Uniform Regulations for all Commissions. These changes took effect on November 15, 2025, and include updated provisions regarding terms of appointment, organization of Chair and Vice Chair positions, meeting and subcommittee procedures, eligibility, vacancies, and general powers and duties. Under Section 2-9.107, a Commission seat becomes vacant if a Commissioner is absent - whether excused or unexcused - from three regular meetings within any 12-month period after October 1, 2025.
