EXECUTIVE SUMMARY
As part of the FY 2026-27 Adopted Budget, the City Council approved a $0.25 increase to hourly parking rates, increasing the rate to $2.25 per hour. Correspondingly, the City Council introduced Ordinance No. 3313-26, amending RBMC Section 3-6.03 to apply this increase to the City's on-street and off-street parking meter rates, effective August 20, 2026.
The City operates three parking facilities in the waterfront: the Pier Parking Structure, the Plaza Parking Structure, and the Marina Parking Lot. The waterfront parking rates are set by Resolution, rather than by Ordinance, and this resolution would amend the waterfront parking rates to be consistent with the City-wide parking increase. The last increase in waterfront parking rates occurred in July 2016 and the proposed increase is consistent with the Coastal Commission rate increase regulations. Staff recommends City Council approve the proposed Resolution to apply the same $0.25 per hour increase to the Pier and Plaza Parking Structures and the Marina Parking Lot starting on August 20, 2026.
BACKGROUND
There are three parking facilities that serve the waterfront: the Pier Parking Structure located off of 100 West Torrance Boulevard, the Plaza Parking Structure located at North Harbor Drive and North Pacific Avenue, and the Marina Parking Lot.
