EXECUTIVE SUMMARY
As part of the FY 2026-27 Adopted Budget, the City Council approved an increase to the parking meter hourly rates from $2.00/hour to $2.25/hour.
Hourly parking meter rates are codified in the Redondo Beach Municipal Code (RBMC). Approval of the proposed Ordinance allows for implementation of the adopted increase.
BACKGROUND
As part of the FY 2026-27 Budget, the City Council approved a $0.25 increase to the hourly parking meter rate, bringing the rate to $2.25/hour. This rate remains within the range of neighboring cities, as Hermosa Beach and Manhattan Beach vary from $2.50 to $3.50 per hour depending on location and proximity to the beach.
The City's parking meters are located in the Coastal Zone and must be consistent with Coastal Commission regulations, which limit parking rate increases to no more than 50% over a consecutive three-year period. The hourly rate in FY 2023-24 was $1.50, and has been raised by $0.25 each of the last two fiscal years. The proposed adjustment would bring the cumulative increase since FY 2023-24 to $0.75, and complies with the Coastal Commission's 50% three-year limit.
Parking meter rates are codified in Section 3-6.03 of the RBMC. The proposed Ordinance captures the proposed meter rate adjustment, and, if approved, would be brought back for second reading and Council adoption on July 21, 2026. The new rate would take effect 30 days later, on August 20, 2026.
