EXECUTIVE SUMMARY
On September 5, 2023, the City Council awarded Sierra Construction and Excavation, Inc. (Sierra) a public works contract for $1,516,890 for construction of the Dominguez Park Play Equipment and Walkways Improvement Project, Job No. 30730. As part of the same agenda item, the Council also awarded Playcore Wisconsin, Inc., DBA Gametime (Playcore), a public works contract for $541,543 for design build services for the play equipment and playground surfacing. The services provided by the vendors are now complete.
During construction, staff issued five change orders. Two change orders were approved for Sierra totaling $142,746, bringing their total contract amount to $1,659,019. Three change orders were approved for Playcore, totaling $26,034, which increased their total contract amount to $567,577.
The change orders addressed unforeseen field conditions along with short-term response and equipment rentals related to actions by the Los Angeles County Health Department. The change order amounts are within the authorization limit of the City Engineer as memorialized in the City's Administrative Policies and Procedures (APP 14.1).
While administrative work is still ongoing with the Los Angeles County Health Department, both site contractors have completed their work and the Project is now complete. As such, the project is ready for Council acceptance and authorization to release the final retention amount of $82...
