EXECUTIVE SUMMARY
The Fulton Playfield Multi-Benefit Infiltration Project (Fulton Project) is included in the updated addendum, and the City Council approved Enhanced Watershed Management Program (EWMP) as a priority project. On November 21, 2022, the Los Angeles County Flood Control District (LACFCD) Board approved the FY 2022-23 Stormwater Investment Plan that included funding for the Fulton Project. The Transfer Agreement was completed on May 18, 2023, which secured grant funding of $93,000 for the City of Redondo Beach for FY 2022-223. Addendum No.1 to the transfer Agreement was completed on September 3, 2024 which secured grant funding of $2,073,000 for FY 2023-2024. Approval of Addendum No. 2 to the Transfer Agreement is needed to secure $1,683,000 of additional funding for 2024 and 2025, which will allow the City to move forward with Project implementation.
BACKGROUND
The City of Redondo Beach, in collaboration with the Cities of Hermosa Beach, Manhattan Beach, and Torrance, along with the LACFCD formed the Beach Cities Watershed Management Group to develop an EWMP to comply with the municipal separate storm sewer system (MS4) permit requirements.
