EXECUTIVE SUMMARY
Staff is seeking authorization from the City Council for the sole source purchase of three Honda CRF1100LL Africa Twin Police motorcycles with emergency equipment for the Police Department's Traffic Division. The new vehicles were approved as part of the FY 2024-25 Budget and will replace existing units that are at the end of their service life.

BACKGROUND
In June 2024, the City Council approved Decision Package #26 - Vehicle Replacement Purchases, which set aside $1,394,280 for the replacement of 21 City vehicles and equipment in the FY 2024-25 Budget, including the three Police Traffic Units being recommended for purchase at this time.

The vehicles and equipment list approved for replacement as part of the FY 2024-25 Budget is as follows:






It is anticipated that the three vehicles, following purchase, would be delivered in June/July 2025.

The vehicles are recommended for procurement through a sole source purchase from Huntington Beach Honda (HBH). HBH sells the Honda CRF1100LL Africa Twin Police motorcycles and installs all sirens, lights, radio equipment, weapon racks, and locks. This purchase is recommended as a sole source given the specialized nature of these Units and the required installation of emergency equipment to make them suitable for Police Department use. HBH is a certified installer and warranty center for every piece of equipment installed on the motorcycle, which simplifies correction of any potential warranty or installation issues. The City Council approved a maintenance service agreement with HBH on April 1, 2025, and HBH performs all preventative and emergency maintenance for the Traffic Division's motorcycles.
