EXECUTIVE SUMMARY
On March 11, 2025, the City Council awarded LCR Earthwork and Engineering, Corp. (LCR) a public works contract for $2,595,851 for the construction of the Residential Street Rehabilitation Project, Cycle 2, Phase 4, Job No. 40190 (Project). LCR's work on the Project is now finished. During construction, staff issued two change orders that decreased the total amount by $191,810.95 (-7.4%), bringing the final contract amount to $2,404,040.05.

Staff recommends the City Council accept the Project as complete and authorize the release of the final retention amount of $120,202 to the contractor upon expiration of the 35-day lien period and there being no claims filed.

BACKGROUND
The Residential Street Rehabilitation Project is an on-going Capital Improvement Program to ensure continuing resurfacing and repair of residential streets. The routine implementation of the program in its periodic phases increases the life of the existing pavement and improves the ride of City streets and supports the City's Strategic Plan goal of investing in the City's infrastructure.

To minimize construction costs and disruption to residents, additional projects that are: identified by City Council, funded, are near the selected residential streets, or that use the same rehabilitation methods are often added to the project solicitation.
