EXECUTIVE SUMMARY
Staff recommends the purchase of six 2027 Ford Police Interceptor Utility vehicles for use by the Police Department Patrol Division replacing Units #647, 649, 665, 671, 674 and Watch Commander Unit #677 that are at the end of their scheduled life cycle. The vehicles were approved as part of the FY 2026-27 budget adoption process. Competitive pricing for the vehicles was secured through the City’s regular purchasing procedures.
BACKGROUND
In June 2026, the City Council approved Decision Package #13 – Vehicle Replacement Purchases. The funding covered the purchase of 22 vehicles/equipment that are at the end of their scheduled life-cycle. The status of the FY2026-27 acquisitions is as follows:

At this time, staff recommends the purchase of six 2027 Ford Police Interceptor Utility units for use by the Patrol Division of the Police Department replacing Units #647, 649, 665, 671, 674 and Watch Commander Unit #677 from National Auto Fleet Group with West Coast Lights and Sirens to do vehicle upfit. Five units are Police Patrol units with a purchase and upfit cost of $93,144.38 per unit for a total cost of $465,721.90. One of the recommended units, Unit #677, is a Watch Commander Unit with a purchase and upfit cost of $94,360.95. The total cost for all six recommended purchases is $560,082.85. These units meet the operational needs of the Police Department Patrol Division
The funding available in the Public Works Fleet Operating Budget for the purchase of these six units is $511,580. The cost is higher than anticipated due to increasing costs for vehicle purchase, parts, and labor costs associated with upfit, and sales tax rate. The delta of $48,503 is availa...
