EXECUTIVE SUMMARY
On June 18, 2024, the City Council adopted the Fiscal Year 2024-25 Budget. As part of the final budget motion, the Council directed an increase to the citywide parking meter hourly rates in FY 24-25, from $1.50/hour to $1.75/hour, and in the following fiscal year, from $1.75/hour to $2.00/hour.

Hourly parking meter rates are codified in the Redondo Beach Municipal Code. Approval of the proposed ordinance would allow for implementation of the City Council's budget direction.

BACKGROUND
As part of the FY 2024-25 Budget, the City Council directed a $0.25 increase to the hourly parking meter rate each of the next two years, bringing the rate to $1.75/hour in FY 24-25 and $2.00/hour in FY 25-26. The rate would match the existing hourly rate for the Harbor/Pier parking structures and would be more consistent with the hourly parking rates charged in Hermosa Beach and Manhattan Beach, which range from $2.00 to $2.50 per hour, depending on the location.

The City's parking meters are located in the Coastal Zone and must abide by Coastal Commission rules. The proposed changes are consistent with Coastal Commission Policy, which states that parking rate increases cannot exceed 25% in any one year and 50% over a consecutive three-year period. As the current rate is $1.50/hour, the proposed $0.25 increases represent a 16.7% change in year one and a 14.3% change in year two.

Parking meter rates are codified in Section 3-6.03 of the Redondo Beach Municipal Code. The recommended ordinance has been prepared to capture the proposed meter rate adjustments.
