BACKGROUND
At the June 16, 2026 meeting of the City Council, the Fiscal Year 2026-27 budget was adopted, which included funding for a new public art project on the concrete sea wall between the California Surf Club and Riviera Mexican Cantina. Funding totaling $50,000 was provided in the budget with a concept that would include art tiles. Staff recommends the Cultural Arts Commission (CAC) create a Sea Wall Subcommittee to assist staff in the development and execution of the artist selection process, including any relevant documents.
At the August 4, 2026 meeting of the City Council, the CAC was directed to find artists and seek proposals for a new public art project to be installed at Gateway Parkette, located at 1199 N. Harbor Drive, at a total cost not to exceed $275,000. This project is to forgo the customary Request For Qualifications (RFQ) process, per CAC recommendations, but to still seek a Request For Proposals (RFP) for CAC and City Council review and approval. Staff recommends the CAC create a Gateway Parkette Subcommittee to provide support in the development of an RFP and to provide an initial review and recommendations of artists for the CAC’s consideration.
The development of these subcommittees would expedite and stream line these acquisitions.
