EXECUTIVE SUMMARY
On November 5, 2024, Redondo Beach voters approved Measure FP, a general obligation (GO) bond measure that authorized the issuance of $93,350,000 in funding to support the construction, improvement, and renovation of City public safety facilities and related infrastructure. Ordinance No. 3274-24 formalized the authority and conditions under which the bonds may be issued and established a requirement for the City to establish a citizens' oversight committee. The Measure FP Citizen's Oversight Committee (Committee) is expected to support public accountability and provide transparency on the annual expenditures associated with completion of the Measure FP projects, which include the replacement of Fire Stations 1 and 2, the rebuilding of the Main Police Station, and renovation of the Police Annex Facility.

BACKGROUND
Since voter approval, the City has completed the initial strategic planning phase for the projects and is currently engaged in preconstruction and design development work which requires significant expenditure. In order to fund this work, and the subsequent construction of the projects, staff plans to issue the approved GO Bonds in the next few months. As a precursor to the bond issuance, staff recommends the City Council establish the Measure FP Citizens' Oversight Committee.
