BACKGROUND
The John Parsons Public Art Fund (JPPAF) was established by Ordinance No. 3127-14 on December 2, 2014. The funds may be used for any purpose that furthers the goals of the City's Public Art Program as defined within the Ordinance.

City Council has appropriated funds in the FY 2026-27 budget for public artworks along the Esplanade, including a series of mosaic artworks proposed by DP Mosaics and approved by CAC to be submitted to City Council for approval on September 1, 2026; the ARTesia corridor under the guidance of Consultant LeBasse Projects; and a new project, an art tile or mosaic mural on the shore wall that runs between the California Surf Club and Riviera Mexican Cantina restaurant at King Harbor. Unexpended funds allocated for two artworks completed in FY 2025-26, including the "Skate Waves" mural at the Redondo Beach Pier Skate Park, and the "Sea Chatter mural on the walls of the Public Works Maintenance Facility at 542 Gertruda Avenue, totaling $39,601 have been returned to JPPAF for further use in bringing Public Art to the City. A new artwork proposal is to be identified and installed at Gateway Parkette at 1199 N. Harbor Drive in place of the previous project that has been cancelled at the request of the artist. Further, a series of license agreements for five utility box art wraps were approved, with art selected and approved by City Council, but three were determined to be unusable. Cultural Arts Commission has reviewed and selected 3 artworks as replacements, plus an additional 2 as back-ups. Another public art project to install artworks at the Redondo Beach Transit Center is to be funded from Proposition A Transportation Local Return funds, if a suitable location or locations can be identified.
