EXECUTIVE SUMMARY
Approval of this item would award an agreement to South Coast Painting, Inc. (South Coast Painting) to repaint the ten decorative sail structures on the Pier and appropriate necessary funds from the surplus balance in the Harbor Dredging Project. The sails were last painted in 2008 and need to be rehabilitated. South Coast Painting will perform the necessary work for a cost not to exceed $129,088, including a 15% contingency.
BACKGROUND
The Redondo Beach Pier contains ten decorative sail structures that are an iconic feature of the King Harbor area. The sails were installed approximately 30 years ago. Due to constant exposure to costal elements and sea air, the sails require repainting approximately every 15 years. The most recent repainting was done in 2008, and photos showing the current condition of the sails are attached to this report.
South Coast Painting of Rancho Palos Verdes has submitted a proposal to provide all materials, equipment, labor, and expertise to repaint the sails, which includes the following:
- Pressure washing all surfaces to remove loose dirt, rust, and failing product
- Scraping, sanding, and degreasing of all metal surfaces
- Spot priming rusted areas with epoxy primer
- Applying a finish coat of two-part semi-gloss epoxy
