EXECUTIVE SUMMARY
The City's current agreements with Michael J. Arnold and Associates (MJAA) for state legislative advocacy and David Turch and Associates (DAA) for federal legislative advocacy services are set to expire on December 31, 2025. Both firms have served the City effectively and have assisted the City in maintaining relationships with key legislative stakeholders.
BACKGROUND
For over two decades, the City has retained legislative consultants to represent its interests at the state and federal levels. MJAA has served the City since 2001, and DAA since 2008. Both firms have been instrumental in supporting the City's legislative priorities and identifying funding opportunities.
The proposed Agreement with MJAA would run for a one-year term with an annual not to exceed amount of $47,000. The proposed Agreement also includes two automatic one-year renewals for a total three-year amount of $141,000.
In 2020, DAA voluntarily reduced its annual fee from $88,000 to $25,000 in response to the City's financial constraints, while continuing to provide valuable services, particularly in the area of Federal grant identification. The annual fee for the proposed Agreement will increase to $30,000 for the life of the Agreement.
