EXECUTIVE SUMMARY
Redondo Beach will be holding an all-mailed ballot with Rank Choice Voting (RCV) at the General Municipal Election on March 4, 2025 as provided in the Municipal Code and in accordance with the City Charter.

This agreement is for tabulation equipment rental for RCV, software licensing, ballot design and professional services for the March 4, 2025 General Municipal Election. We are utilizing the Hart Verity Master Agreement which includes some non-standard provisions.

BACKGROUND
At the March 2023 General Municipal Election, 76% of the voters voted for instant runoff elections. The Council in October 2024 approved RCV as the method for the March 4, 2025 General Municipal Election. At this time, the only certified tabulation equipment from the California Secretary of State is RCV. The tabulation equipment rental for RCV a one-time cost of $1,850.

In September 2022, the City Clerk's office purchased the tabulation equipment and subscribed to the associated software, rather than via a rental agreement, which paid for itself when the October 19, 2022 Special Election and March 7th, 2023 General Municipal Elections concluded. This allowed for the equipment to be used future elections.

The March 2, 2021 General Municipal Election was a successfully City-conducted standalone all-mailed ballot election. The City contracted with Hart InterCivic, Inc. who provided the rental of State-approved equipment and proprietary software.
