EXECUTIVE SUMMARY
The City received $1.5 million in Regional Measure M funding to study and potentially install improved, low-stress, crossings across Aviation Boulevard between Artesia Boulevard and Manhattan Beach Boulevard, aimed at improving passage for pedestrians, transit users, cyclists, and other micro-mobility users. This project is subject to approval by the City of Redondo Beach and the City of Manhattan Beach. Public Works Department staff have negotiated a professional services agreement with Fehr & Peers, Inc. (Fehr & Peers) and their subconsultant to provide transportation planning, traffic operations, community outreach, and conceptual design services for the project.

Approval of this contract would provide professional services related to civil and transportation engineering. Fehr & Peers was selected due to its prior experience working in the area with the South Bay Cities Council of Governments (SBCCOG) and its ability to provide both planning and engineering services.

BACKGROUND
Currently, there are no low-stress crossings for micro-mobility users (cyclists, NEVs, scooters, etc.) across Aviation Boulevard that allow for legal bi-directional travel between the City of Redondo Beach and the City of Manhattan Beach. The proposed project involves the possible installation of two new traffic signals along the 1-mile corridor of Aviation Boulevard, pending agreement and cooperation with the City of Manhattan Beach.
