EXECUTIVE SUMMARY

The California Office of Traffic Safety awarded a grant in the amount of $27,400.00 to the City of Redondo Beach to participate in their “Pedestrian and Bicycle Safety Program”. Officers will schedule and participate in “Bicycle Rodeos” in partnership with the Beach Cities Cycling Collation and the Redondo Unified School District.  These “Bicycle Rodeos” educate Redondo Beach school children on the importance of following, “the rules of the road” both as pedestrians and as bicycle riders, how to safely and properly ride their bicycles, and how to perform a safety check on their bicycles before riding them.  Additionally, officers will distribute bicycle helmets to children in need of one and educational materials will be distributed to all school children.  Officers will participate in the “Bicycle Diversion Program” in partnership with the Los Angeles Superior Court, which educates bicycle riders.  The grant period begins October 1, 2019 and ends September 30, 2020. The award is a reimbursement grant with no matching funds required.

BACKGROUND

The goal of the “Pedestrian and Bicycle Safety Program” campaign is to reduce the number of persons killed and injured in crashes involving pedestrians and bicyclists.  The funded strategies will include classroom education, bicycle rodeos, community events, presentations, and workshops.  The grant funds will increase the level of enforcement for these collision factors on an overtime basis for supervisors and officers and for administrative time needed to meet the grant reporting requirements.

COORDINATION

The Police Department will ensure compliance with the grant requirements and coordinate all final performance reports and reimbursement claims with the California Office of Traffic Safety for the operation period from October 1, 2019 to September 30, 2020.  The Police Department has coordinated with the Financial Services Department and the City Attorney’s Office.

FISCAL IMPACT

The grant is fully funded by the State of California. There is no requirement for matching funds.  This grant is a multiple year award that will require carry over into fiscal year 2019-2020.
