EXECUTIVE SUMMARY
At the August 20, 2019 City Council meeting, the City Council designated Council Member John Gran as the Voting Delegate and Council Member Laura Emdee as the Alternate for the League of California Cities Annual Conference dated October 16-18, 2019 in Long Beach, CA. This report includes copies of materials distributed to California Cities to be considered by the City's voting delegate, or alternate, including two proposed resolutions regarding a recommendation to the California Public Utilities Commission regarding Rule 20A projects and a request that Federal and State governments address impacts of international transboundary pollution flows. It is my recommendation that the City Council authorize the City's Voting Delegate to endorse the League's proposed Resolutions.

BACKGROUND
Part of the conference is an Annual Luncheon/Business Meeting on Friday, October 18, 2019 at 12:30 pm where league delegates will consider the 2019 Annual Conference Resolutions attached to this report. This report is provided to enable City Council to consider the Resolutions and determine the City's position on each recommended action.

Resolutions for consideration are titled as follows:

1. RESOLUTION OF THE LEAGUE OF CALIFORNIA CITIES CALLING UPON THE CALIFORNIA PUBLIC UTILITIES COMMISSION TO AMEND RULE 20A TO ADD PROJECTS IN VERY HIGH FIRE HAZARD SEVERITY ZONES TO THE LIST OF ELIGIBILITY CRITERIA AND TO INCREASE FUNDING ALLOCATIONS FOR RULE 20A

2. A RESOLUTION CALLING UPON THE FEDERAL AND STATE GOVERNMENTS TO ADDRESS THE DEVASTATING IMPACTS OF INTERNATIONAL TRANSBOUNDARY POLLUTION FLOW INTO THE SOUTHERNMOST REGIONS OF CALIFORNIA AND THE PACIFIC OCEAN
