EXECUTIVE SUMMARY

On May 21, 2019 the City Council approved an agreement with Beynon Sports Surfaces, Inc. (Beynon) for the Aviation Track Resurfacing Project Job No. 30690, in an amount not exceed $177,760.  The final construction cost was $161,600.  The project is now complete and ready for City Council acceptance.

 

BACKGROUND

The City’s 2018-2019 Capital Improvement Program included the project to replace the running track surfacing at Aviation Park.  Beynon Sports Surfaces, Inc. of Fresno, California, submitted a proposal to remove and replace the track surfacing with Beynon’s BSS 100 product in the amount of $161,600 with a $16,160 allowance for the existing asphalt base repair if necessary.  Beynon’s pricing was competitively proposed through the current California Multiple Award Schedule Program.

 

On May 21, 2019, the City Council adopted Resolution CC-1905-031 appropriating $106,970 from the Subdivision Park Trust Fund to the Aviation Track Resurfacing Project, Job No. 30690, and approved the Agreement with Beynon Sports Surfaces, Inc. in an amount not to exceed $177,760.

 

On August 8, 2019, The City held a preconstruction meeting with Beynon staff to discuss the construction schedule and related issues.

 

On August 20, 2019, the City Council approved the First Amendment to the Agreement with Beynon Sports Surfaces, Inc. for the Aviation Track Resurfacing Project, Job No. 30690, extending the term of the Agreement to August 20, 2020.

 

On August 23, 2019, the City issued the Notice to Proceed authorizing Beynon to start project construction on August 26, 2019.

 

On September 10, 2019, the City conducted a punch list walk with Beynon staff, approved the construction, and opened the track to public use.  Since the existing asphalt base was in excellent condition, none of the $16,160 contingency allowance was expended and the final project expenditure was $161,600.  The project is now complete and ready for City Council acceptance.

 

COORDINATION

The Public Works Department coordinated construction with the Community Services Department.

 

FISCAL IMPACT

Upon City Council acceptance, Public Works in-house staff will address minor concrete curb repairs.  Any remaining project funds will be returned to the Subdivision Park Trust Fund.
