end
EXECUTIVE SUMMARY
The City’s current General Services Agreement (GSA) with the County of Los Angeles allows the County to administer traffic signal maintenance related services to the City on an as-needed basis, as requested by the City. The GSA was approved by the City Council on May 23, 2017 and later renewed for the term ending June 30, 2022. As part of the City’s current request, the County will be completing the adjustment and repair of the City’s traffic signal wireless communication system to allow for improved synchronization and traffic flow in certain areas.
BACKGROUND
The City routinely requests the County of Los Angeles for initial survey and maintenance services for the City’s traffic signal network. On April 2018, staff requested County assistance in diagnosing and identifying traffic signal wireless communications related issues within the City. Following the assessment, the County provided estimates for the replacement of various equipment including antennas, cables, access point radios and injectors/switches at every communication-capable intersection which includes the following locations/corridors:
• 190th Street Corridor (Prospect Avenue to Inglewood Avenue)
• Catalina Avenue Corridor (Gertruda Avenue to Esplanade)
• Harbor Drive Corridor (Herondo Street to Beryl Street)
• Torrance Boulevard Corridor (Catalina Avenue to Camino Real)
• Redondo Beach Performing Arts Center
• Aviation Boulevard at Grant Avenue
• Aviation Boulevard at Ford Avenue
• Manhattan Beach Boulevard at Vail Avenue
• Manhattan Beach Boulevard at Doolittle Drive
The repairs to the City’s traffic signal wireless communications systems can begin immediately upon the Council’s approval with an anticipated completion date by the end of the calendar year. Following completion, additional coordination with the County is expected to modify and update signal synchronization along the aforementioned corridors and intersections which should improve the flow of traffic in those areas.
The Council Resolution that was previously approved for general services with the County is provided in Attachment 1.
The County provided breakdown of material costs, equipment and labor for this task is provided in Attachment 2.
COORDINATION
The City continues to coordinate with the County for traffic signal wireless communication related maintenance.
FISCAL IMPACT
The cost of the proposed repairs to the City’s traffic signal wireless communications equipment is anticipated not to exceed $63,500 and includes a 25% contingency. The work will be funded through the $250,000 Citywide Traffic Signal Upgrades Project Budget appropriated as part of the 2019-20 Capital Improvement Program, utilizing local Measure M return funds.
