EXECUTIVE SUMMARY

On November 6, 2018, the City Council awarded EBS General Engineering, Inc., a public works contract in the amount of $555,705 for construction of the Pacific Coast Highway Northbound Right Turn Lane at Torrance Boulevard Project, Measure R Project No. MR312.07, Job No. 20810.  During construction, staff negotiated numerous field change requests and combined those with the bid item quantities reconciliation in one change order in the amount of $38,852.85, a 6.99% increase in the original contract amount of $555,705.  The final contract amount was $594,557.85.  This amount falls within the City’s policy for change order administrative authority, per Administrative Policy/Procedure 14.1.

 

The project is now complete and ready for City Council acceptance and authorization to release the final retention amount of $29,727.89 to the contractor. With the Council approval, the retention will be issued upon expiration of the 35-day lien period and there being no claims filed.

 

BACKGROUND

The City of Redondo Beach received $585,000 in regional Measure R Highway Program funding through the South Bay Cities Council of Governments (SBCCOG) and a Metro Board approved Funding Agreement with the Los Angeles County Metropolitan Transportation Authority (Metro) to complete the Pacific Coast Highway Northbound Right Turn Lane at Torrance Boulevard Project.  The City’s design consultant, KOA Corporation, completed the design and obtained an encroachment permit from Caltrans District 7 for this project.

 

On June 12, 2018, the City Council approved the project plans and specifications, and authorized the City Clerk to advertise for competitive bids.

 

On August 1, 2018, the City received and publicly opened five bids for the Project.  The bids were higher than the City Engineer’s original cost estimate due to escalating construction costs.  The City requested $350,000 in additional Measure R Grant Funds for this project and on October 25, 2018 the Metro Board approved the additional funding bringing the total Measure R Grant funding for the project to $935,000.  After reviewing the bids, EBS General Engineering, Inc. was found to be the lowest responsible bidder with a bid in the amount of $555,705.

 

On November 6, 2018, the City Council awarded EBS General Engineering, Inc., a public works contract in the amount of $555,705. 

 

On February 5, 2019, the City Council adopted a Budget Modification Resolution appropriating the additional funds received from Metro for the project.

 

On May 13, 2019, the City Engineer issued a Notice to Proceed with the construction of the project.

 

During construction, staff negotiated numerous field change requests and combined those with the bid item quantities reconciliation in one change order in the amount of $38,852.85, a 6.99% increase in the original contract amount of $555,705.  The final contract amount was $594,557.85.  The change order items included reconciliation of final bid item quantities, extended traffic control, additional curb, gutter & sidewalk design and construction needed due to utility conflicts, various other measures taken due to lengthy delay by signal pole manufacturer, night-time paving work to minimize lane closures, etc.  The project is now complete and ready for City Council acceptance and to authorize the release of the final retention amount of $29,727.89 to the contractor. With the Council approval, the retention will be issued upon expiration of the 35-day lien period.

 

COORDINATION

This project has been coordinated with the SBCCOG, Metro and the California Department of Transportation.

Approximately $60,000 in in-lieu fees were provided by the developer of the CVS property as a contribution to the Capital Improvement Fund and held under a separate account number pending completion of the project.  These funds will be released back to the Capital Improvement Fund upon approval of this item.
