EXECUTIVE SUMMARY

The City of Redondo Beach received Measure R Highway Program Grant funding for the Inglewood Avenue at Manhattan Beach Blvd Southbound Right Turn Lane Project, City Job No. 40960.  On June 20, 2017, the City Council awarded a consultant services agreement to Onward Engineering to provide engineering-design and right-of-way appraisal & acquisition services for this project.   On April 23, 2019, the Mayor issued a letter extending the Onward Engineering agreement to June 19, 2020.

 

The engineering design, right-of-way appraisal, and acquisition services are 90% complete.  Final plan revisions completion of project right of way and support during the construction period are anticipated in the coming months.  Staff is recommending this First Amendment to extend the Onward contract, to remain active throughout the project construction and close out period.  There is no proposed change in fee.

 

BACKGROUND

The City of Redondo Beach received regional Measure R Highway Program Grant funding for various transportation related projects from the Los Angles County Metropolitan Transportation Authority (Metro) through South Bay Cities Council of Government (SBCCOG). The City received $5,175,000 from Metro for Inglewood Avenue at Manhattan Beach Blvd Southbound Right Turn Lane project.  The scope of work for this project includes: traffic analysis, preliminary concept design, environmental study, final design, plans, specifications & estimates, utility relocation, right-of-way appraisal, acquisition services & procurement, project management and construction of the project.

 

On June 20, 2017, the City Council awarded a not to exceed $336,736 contract to Onward Engineering for engineering-design and right-of-way appraisal & acquisition services for this project. On April 23, 2019, the Mayor issued a letter extending the Onward Engineering agreement to June 19, 2020.

 

The project has seen some delays while coordinating neighboring and complimentary work in the City of Lawndale, and temporary suspension of work by Metropolitan Water District to relocate interfering facilities as a result of the COVID-19 virus.  The remaining property acquisition is pending, but is slowed (not opposed) by a complex ownership structure of the private property being acquired. Construction of the project is scheduled to begin in December 2020, and be completed by June 2021.  Staff is recommending approval of the First Amendment to the agreement, extending the expiration date to December 31, 2021 in order to complete the Project construction and related close-out phases.

 

COORDINATION

The First Amendment to the Agreement with Onward Engineering has been approved as to form by the City Attorney’s Office.

 

FISCAL IMPACT

There is no fiscal impact in approval of the First Amendment to the Agreement.
