EXECUTIVE SUMMARY
The Capital Improvement Program (CIP) includes a project to improve the current condition of the decorative "Pier Sails" that are installed in three clusters on the Horseshoe Pier. Originally planned as a repair and painting maintenance project, additional discussion by staff and with relevant City Commissions has considered the incorporation of public art into the project.

The proposed incorporation of public art is not intended to alter the location, shape or scale of the Sails. Inclusion of public art could manifest as a replacement of the screen inserts of each Sail providing interplay of natural and artificial light and/or wind at the Pier or a nighttime lighting design that defines the silhouettes of the Sails. The current CIP budget for the Pier Sails project is $99,646.

Staff discussed the potential incorporation of public art in the Pier Sails project with the Public Art, Public Works and Harbor Commissions. Each Commission was generally in favor of considering public art. The relevant meeting minutes from each Commission are included with this report.

The City Council may provide direction for staff to proceed with a maintenance project on the Pier Sails which would entail a like for like restoration and/or replacement of the screen inserts as well as repainting the frames of the Pier Sails in the current color scheme of light violet, golden yellow and sea green, or in an alternative color scheme.
