EXECUTIVE SUMMARY

This serves as notification of the City’s application to the 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) Program prior to receiving the award from the Federal Government. The recommended action allows the Police Department to apply for this award. The JAG application requires that the Police Department’s application be made available for review by the City Council. The U.S. Department of Justice, through its Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA), will potentially award a grant in the amount of $10,881.00 to the City of Redondo Beach for the period of October 1, 2019 through September 30, 2021.

 

BACKGROUND

The Police Department has received Edward J. Byrne Memorial Local Law Enforcement Block Grants (LLEBG) and Justice Assistance Grants (JAG) from the Federal Bureau of Justice Assistance since 1996.  Redondo Beach and other municipalities have received grant funds based on the annual number of Part I Crimes reported to the Federal Bureau of Investigation.  In the 2005 Federal Budget, the name of the grant program was changed from the Local Law Enforcement Block Grant (LLEBG) to the Justice Assistance Grant (JAG).  JAG is based on Part I crime and population with a minimum funding amount.  Redondo Beach potentially will receive $10,881 in FY20-21.  JAG streamlines the former LLEBG process, distributes funds up front, allows money to be used over a two-year period and requires fewer fiscal and programmatic reports and eliminates "mandatory set asides".

 

The Police Department must inform the City Council about the intended use of the grant funds prior to receiving the money from the Federal Government. This allows City Council input, informs the public about the potential use of the grant money and allows the public to comment on other potential uses of the grant funds.  The Police Department will present the grant award to the City Council for approval and appropriation when it is received.  The Redondo Beach Police Department seeks to use the money in the purpose area of "law enforcement and training” for the Maritime Enforcement Unit to provide equipment for the sworn officers assigned to the unit.

 

COORDINATION

The Police Department will coordinate the acquisition and expenditure of JAG funds with the Financial Services Department.

 

FISCAL IMPACT

The Grant is fully funded by the U.S. Department of Justice (DOJ) through its Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA) with no requirement for matching funds.
