EXECUTIVE SUMMARY

The recommended action would allow the Public Works Department to purchase one Advance rider sweeper for use at the Redondo Beach Harbor from Total Clean. The sweeper scheduled for replacement is used for the upkeep of the pier and the harbor area and has reached its life expectancy. It is a vital piece of equipment that ensures the cleanliness of the pier and harbor area. The purchase will be made utilizing General Services Administration (GSA) contract #30F-001DA, which due to the CARES act allows local municipalities to make disaster purchases off this particular schedule.

Each year the City’s proposed Budget includes a Decision Package that identifies the vehicle/equipment to be replaced during the upcoming Fiscal Year.  In June, the City Council approved Decision Package #44 - Vehicle Replacement Purchases, which set aside $796,003 for the replacement of 22 City vehicles/ equipment in the FY 2020-2021 Budget. The sweeper recommended for purchase is part of the approved list for FY 2020-21 and the funds for the purchase are available in the Vehicle Replacement Fund.

 

BACKGROUND

The current sweeper utilized at the Pier/Harbor has reached its life expectancy and is in need of replacement. Staff has researched and looked at various sweeper types and the Advance sweeper is preferred due to its functionality and ease of maintaining, which increases the efficiency of staff utilizing the unit. The sweeper is used to maintain the cleanliness of the pier/harbor areas. Due to the CARES Act the ability to make disaster purchases via GSA schedules was made possible for local municipalities. Since the sweeper is vital for ensuring the cleanliness and proper sanitation of public areas it is available as a disaster purchase.  

 

The vehicle/equipment approved for replacement as part of the 2020-2021 FY Budget and the status of their acquisition. The recommended sweeper is low emission propane fueled and continues the City’s effort to reduce greenhouse gas emissions and the City’s carbon footprint.  Attached to this report is a copy of the specifications of the sweeper included in this purchase.

If approved the recommended sweeper would be acquired from Total Clean in accordance with the City’s purchasing policy.

 

COORDINATION

The Public Works Department coordinated the purchase with the Financial Services Department.

 

FISCAL IMPACT

Funding for purchase of the sweeper is available in the Vehicle Replacement Fund and was approved as part of the FY 2020-2021 Budget, Decision Package #44 titled Vehicle Replacement Purchases.
