EXECUTIVE SUMMARY
This Project will upgrade the City’s sanitary sewer collection system located along the Pacific Coast Highway (PCH) and Palos Verdes Boulevard intersection. This portion of the collection system serves properties in the City of Redondo Beach and is adjacent to the City’s border with Torrance. The project will increase capacity to the existing sewer-shed system by installing approximately 550 LF of new conveyance pipe and five new manhole structures. In May 2015, the City Council approved an update to the City’s Sewer System Management Plan (SSMP) and Sanitary Sewer System Evaluation, Capacity Assurance Plan (SECAP) that identified this sewer-shed (Avenue I) as a priority sewer-shed for capacity improvements.
On June 16, 2020, the City Council approved the project Plans and Specifications and authorized the City Clerk to advertise the project for competitive bids. On July 29, 2020, the City received and publicly opened thirteen (13) bids for the Sanitary Sewer Rehab - 2020 Upgrades to PCH/Vista Del Mar Project, Job No 50150. After reviewing the bids, Mike Prlich & Sons, Inc., with a bid in the amount of $673,870 was found to be the lowest responsive bidder and should be awarded the project contract. Construction of the project is expected to be initiated in October and to be completed within ninety (90) working days. However, work will need to be coordinated with the City of Torrance and Caltrans so this schedule is tentative.
BACKGROUND
To provide a statewide regulatory approach to address Sanitary Sewer Overflows, the State Water Resources Control Board adopted Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water Quality Order No. 2006- 0003 (Order), on May 2, 2006. The Order requires that the City develop and implement a SSMP and SECAP that documents the City’s program to properly operate and maintain its sanitary sewer system. The SSMP covers various activities and programs addressing the system, including a SECAP for the City’s conveyance system. In May 2015, the City Council approved an update to these plans that included the identification of the Avenue I sewer-shed as a priority capacity upgrade project.
The proposed project improvements are designed to divert and relieve the existing sewer system by diverting sewer flow from the Avenue I sewer-shed into a new 12-inch sewer line. The project will increase capacity in the existing sewer-shed system by installing approximately 550 LF of new conveyance pipe and five new manhole structures. The new pipe segment will be constructed southeast of the intersection of PCH and Palos Verdes Boulevard, cross PCH and connect to the existing sewer system along Vista Del Mar as shown in red in the photo below.
These improvements are designed to convey the increased sewer flow from future developments upstream of this connection within this sewer-shed, including the Legado Development.

Funding for the Sanitary Sewer Rehab - 2020 Upgrades to PCH/Vista Del Mar Project, Job No 50150 is included in the FY 2020/2021 Capital Improvement Program. The developer of the Legado project has reimbursed the City’s Wastewater Fund $500,000, as its fair share towards the cost of the project, in lieu of its development condition requirement to install the system improvements itself.
Staff recommends that the City Council approve the agreement awarding a public works contract to Mike Prlich & Sons, Inc. in the amount of $673,870 for the construction of the Sanitary Sewer Rehab - 2020 Upgrades to PCH/Vista Del Mar Project, Job No 50150. Construction of the project will be coordinated with Caltrans and the City of Torrance. Construction is tentatively scheduled to begin in October 2020 and be completed within ninety (90) working days.
COORDINATION
The project has been coordinated with Caltrans and the City of Torrance for permitting. The agreement and resolution were approved as to form by the City Attorney’s Office.
