RECOMMENDATION

Review the report, receive public input and provide direction to Staff regarding the King Harbor Sign Replacement on 190th Street.

 

EXECUTIVE SUMMARY

The City is interested in replacing an aging sign located at the entrance to the City in the 2300 block of 190th Street. The sign welcomes motorists to the Redondo Beach Harbor Area and is placed on a structure that spans over the westbound lanes. This project will replace the existing overhead sign and structures with a new sign to be installed on new traffic signal equipment, upgrade pedestrian crossing equipment, remove and replace curb ramps, and modify signing and striping.

The new sign will follow the standards of the City’s Wayfinding and Signage Program adopted in March 2008. 

 

BACKGROUND

In 2002, the City Council adopted the City's Graphics Standards, Signage and Way Finding Plan after a comprehensive series of stakeholder workshops and community study sessions led by consultants from Hunt Design Associates Inc. (Hunt Design). In 2003, Council authorized the First monument signs to be placed along Artesia Boulevard including a primary gateway monument at Hawthorne Boulevard and a secondary median monument at Aviation Way. In addition, eight directional signs were placed along Artesia Boulevard and Inglewood Avenue.

In December of 2007, the City Council approved an agreement with Hunt Design to develop district gateway signage for the Pier, Harbor and Riviera Village areas.  In March of 2008, after a series of stakeholder workshops, design concepts were reviewed and approved by Council.  Plans and specifications for district gateway signs and several directional panels were approved by Council in June of 2008. Due to limited funding, several needed directional, overhead and median signs were postponed to a future phase.  In August of 2008, a contract for sign construction was awarded to Westpoint Development in the amount of $215,900 for construction of the Comprehensive City Identity Program - District Enhancements Project, Job No. 10160.

On August 18, 2009, the King Harbor entry sign near the 2300 block of 190th Street was prioritized and postponed by Council for replacement under Phase III of the City’s Wayfinding and Signage Program. The City is interested to continue work to upgrade the dated overhead state highway sign with a new sign based off the standards adopted by the City and more identifiable to existing signs located throughout the City. The sign is immediately adjacent to a signalized pedestrian crossing and the replacement of the sign presented an opportunity to explore combining these structures. On June 16, 2020, the City authorized work to on-call consultant AGA Engineers, Inc. (AGA) to proceed with the conceptual design for City approval and the development of plans and specifications for bidding purposes.

Staff reviewed the traffic signal concept (Attachment 1) and authorized AGA to proceed with the engineering and structural design for the signal equipment. The proposed improvements include removing existing overhead sign, structure, and foundations, installing new traffic signal pole in center median with dual signal mast and luminaire arms, remove and replace related curb side traffic signal poles, and replacing curb ramps, signing, striping and auxiliary work as needed. The new pedestrian crossing traffic signal system will be designed to incorporate a Redondo Beach King Harbor entry identity sign onto the new median island traffic signal pole as shown in the attached detail (Attachment 2). The King Harbor entry identity sign content is consistent with the concept adopted by Council on March 4, 2008 (see Attachment 1 inset).

The structural capacity of the traffic signal pole is under review to determine it is adequate for the proposed sign dimensions. The anticipated design of the King Harbor entry sign will reflect the standards approved by Council in 2008 to maintain the attractiveness, effectiveness, and consistency of gateway, directional, and identity signs throughout the City. The sign will mimic the existing overhead identity panel at the entry at Torrance Boulevard and Prospect Avenue. 

Tonight’s meeting is an opportunity to collect public feedback and additional input from the commissioners regarding the proposed King Harbor entry sign design and traffic signal concept.

 

FISCAL IMPACT

The King Harbor Entry Sign and pedestrian crossing traffic signal upgrade funding is available through various budgets with a preliminary construction cost estimate of $125,000.
