EXECUTIVE SUMMARY
The Redondo Beach Fire Department has been utilizing the digital platform provided by World Advancement of Technology for EMS and Rescue, Inc. (W.A.T.E.R.) since October 2018 as a records management system for patient care reporting. W.A.T.E.R. has maintained a full-service technical infrastructure to include automated critical incident data transfer, on scene data collection portals, report transmission capabilities to area receiving hospitals, mandated report transmissions processes to regulatory agencies, and the establishment of secured records storage systems. The current Service Agreement with W.A.T.E.R. is scheduled for renewal in October 2020.
BACKGROUND
In 2014, as a result of a partially funded mandate established by the Los Angeles County Emergency Services Agency requiring Emergency Medical Service field providers to move to digital records management systems, the Redondo Beach Fire Department established an Electronic Patient Care Reporting (EPCR) Committee to research vendors to identify service options.
After systems evaluations, Source Code 3 was selected based on the vendor’s end user platform, availability of software customizations, and administrative applications for data retrieval and query capabilities. From October 2015 thru May 2018, Source Code 3 successfully met all service deliverables to include the development of an effective, customized electronic patient care report platform, establishment of specified data retrieval processes, securing report transmission workflows to regulatory agencies, identifying best electronic pathways for report transmission to receiving local hospitals.
In May 2018, Source Code 3 was acquired by World Advancement of Technology for EMS and Rescue, Inc. (W.A.T.E.R.). Through the acquisition, all Source Code 3 technical infrastructure elements and integrations established for the Redondo Beach Fire Department were retained by W.A.T.E.R.
As a result of W.A.T.E.R.’s maintenance of established technical infrastructure and systems, the Redondo Beach Fire Department has not been required to execute any operational changes. W.A.T.E.R. has provided a more expansive technical support division, is responsive to administrative inquiries, and performs regular maintenance to the platform to ensure predictable and reliable function.
COORDINATION
The City Attorney’s Office has approved the amendment as to form.
FISCAL IMPACT
The total cost for the electronic patient care reporting software (W.A.T.E.R), which includes all licenses, Cardiac Monitor and CAD Integration and annual Maintenance and Support Services during the five-year extension period is $71,364. Funding is available in the Fire Department annual operating budget.
