EXECUTIVE SUMMARY

Pursuant to a City Council Strategic Plan initiative, the City is currently in the process of preparing construction drawings for an extension to the North Redondo Beach Bikeway (“NRBB”) from Felton Avenue to Inglewood Avenue as part of the Bicycle Plan Implementation Project, Job No. 40510 (the “Project”) using the services of Hirsch & Associates (HAI). At the time of award of that work, the City had not identified money to construct the facility once designed.  Recently, however, the City was awarded a $1M Regional Measure M grant from Los Angeles County Metropolitan Transportation Authority (METRO) to construct the Project. 

 

This new funding allows for some additional design considerations that were originally not included in the design scope of work for HAI.  Staff is recommending approval of this Second Amendment to the contract with HAI in the amount of $14,000 to allow for additional design of landscaping enhancements and irrigation system installation to the two parcels where the bike path extension will be built.  In addition, to obtain Southern California Edison (“SCE”) approval, the plan set requires a grounding plan signed by an electrical engineer.  Staff is ready to authorize an on-call Electrical Engineering firm to do this work for $7,500 but needs to identify funding.

 

The related project at Artesia Boulevard, the North Redondo Beach Bikeway Improvements Project, Job No. 30640, was recently completed for less than the amount appropriated for that project.  Closure of that project will return approximately $26,000 to the Subdivision Park Trust (or Quimby) Fund.  Staff therefore recommends adoption of a Resolution to appropriate $21,500 from the Quimby Fund balance to the Project to fund both the Second Amendment to the HAI agreement and the on-call Electrical Engineering work.  If these are approved, this funding will allow the Project design to be completed and submitted to SCE for review and approval.  Staff anticipates bringing the approved design back to City Council in Spring 2021 for approval and authorization to advertise for competitive bidding.

 

BACKGROUND

The NRBB is a lighted concrete path owned and maintained by the City under a license agreement with SCE to support multi-modal travel for cyclists and pedestrians.  SCE owns the parcels over which the NRBB runs for the transmission of electric power on elevated high voltage lines.  The NRBB runs in a north-south orientation from Dale Page Park to just south of Rockefeller Lane where it turns to the east and continues to Felton Lane.  There is a gap in the NRBB between Felton Lane and Inglewood Avenue and the City’s Strategic Plan had identified an objective to develop a conceptual plan to close this gap.  Additional connectivity of the NRBB to points east of Inglewood Avenue, especially the Galleria commercial area and the pending new transit center, are under consideration but not a named part of this objective. 

 

On January 22, 2019, the City Council approved the First Amendment to the Agreement with HAI in the amount of $48,950 from funds available in the Bicycle Plan Implementation Project, Job No. 40510 to prepare a conceptual design and later, construction drawings for the Project.  HAI had previously been awarded a project in the amount of $64,350 to provide design services for the North Redondo Beach Bikeway Improvements Project, Job No. 30640.  The First Amendment brought the contract value to $113,300.  Initial funding for the First Amendment was provided from Measure R local return funds as part of the FY2018-19 CIP. 

 

Community input was sought at a District 4 meeting and a Public Works Commission meeting to assist development of the conceptual design and on November 5, 2019 the City Council approved a conceptual design.  At that meeting a proposed parking area in the parcel closest to Inglewood was discussed at length.  The approved motion directed staff to include the parking area as an add option in the construction documents. 

 

The minutes of the meeting also reflect a desire to improve the landscaping as affordable in the final design.  At the time of the meeting, funding for construction of the Project had not been secured, and so the conceptual design of the extension was limited in an effort to reduce overall cost.  Since then, staff applied for and received $1,000,000 of Regional Measure M funding for construction of the extension.  This was formally approved by METRO’s Board in August 2020 and has been identified in the approved FY2020-21 CIP included funding of $500,000 in FY2020-21 and $500,000 in FY2021-22. 

 

In subsequent meetings with METRO staff, City staff learned that the parking lot would not likely be a reimbursable item under the Regional Measure M funding.  Staff has directed HAI to leave the parking lot alternative off the construction documents since no unrestricted funding is identified for this project to cover costs to construct the parking area.  However, another project to design a continuation of bikeway connectivity from the proposed end of the North Redondo Beach Bikeway at Inglewood Ave. to Ripley Ave. was also granted Regional Measure M funding in August 2020.  That project may require removal of some street parking on Inglewood Ave. and so may justify the SCE parcel parking area as a reimbursable item under the funding source restrictions.  This will be explored as this next project gets into design phase.

 

The amount of Regional Measure M that was awarded to the Project appears to be sufficient to construct landscaping enhancements in the two affected SCE parcels.  Staff has obtained a proposal totaling $14,000 from HAI to add design for entryway landscaping along Inglewood Avenue and hydroseed along the remainder of the affected parcels.  In addition, trees (limited to 15-feet height at maturity) will be added along the pathway.  An irrigation system to support these plantings will also be necessary and design of this system is included in HAI’s proposal.

 

Finally, staff has learned from its experience with the previous work along the SCE ROW parcels, that SCE will require a sophisticated electrical grounding plan for this work.  Electrical grounding is needed for all above ground metallic elements, including the light poles, irrigation control boxes, and the temporary fencing needed during the construction period.  HAI does not have these services in house but staff has received a proposal from one of our on-call Electrical Engineering consultants in the amount of $7,500 to provide the grounding plan. 

 

To afford these design elements, staff is recommending the City Council adopt a budget modification resolution to appropriate $21,500 from the Subdivision Park Trust (Quimby) Fund to the Project.  With the completion of the North Redondo Beach Bikeway Improvements Project, Job No. 30640 under another title on tonight’s agenda, staff has recommended a return of approximately $26,000 to the Quimby Fund balance making the funding available to be so appropriated.

 

COORDINATION

This Project is being coordinated with SCE, Cal Water and the Public Works Parks Division.  The proposed resolution has been approved as to form by the City Attorney’s Office.
