EXECUTIVE SUMMARY

Replacement of the aging King Harbor sign located in the 2300 block of 190th Street has been long planned as part of the City’s Wayfinding and Signage Program.  The sign welcomes motorists to the Redondo Beach Harbor Area and is placed on a structure that spans over the westbound lanes. (See Attachment 1, Figure 1).  The 190th Street King Harbor Entry Sign and Pedestrian Signal Improvements Project, Job No. 10160/41200 will replace the existing overhead sign and structures with a new sign and will also include work to install new traffic signal equipment, upgraded pedestrian crossing equipment, new curb ramps, and modified signing and striping.  The new sign is consistent with the standards of the City’s Wayfinding and Signage Program adopted in March 2008.

 

Plans and specifications for the project are ready for competitive bidding.  The Engineer’s construction cost estimate is $108,000.  Construction of the project is anticipated to begin after receipt of the new signal poles in June 2021.

 

BACKGROUND

In 2002, the City Council adopted the City's Graphics Standards, Signage and Way Finding Plan after a comprehensive series of stakeholder workshops and community study sessions led by consultants from Hunt Design Associates Inc. (Hunt Design). In 2003, Council authorized the first monument signs to be placed along Artesia Boulevard including a primary gateway monument at Hawthorne Boulevard and a secondary median monument at Aviation Way. In addition, eight wayfinding signs were placed along Artesia Boulevard and Inglewood Avenue.

 

In December of 2007, the City Council approved an agreement with Hunt Design to develop district gateway signage for the Pier, Harbor and Riviera Village areas.  In March of 2008, after a series of stakeholder workshops, design concepts were reviewed and approved by Council.  Plans and specifications for district gateway signs and several directional panels were approved by Council in June of 2008.  Due to limited funding, several needed directional, overhead and median signs were postponed until a future phase.  In August of 2008, a contract for sign construction was awarded to Westpoint Development in the amount of $215,900 for construction of the Comprehensive City Identity Program - District Enhancements Project, Job No. 10160.  Also in 2008, the City awarded Zumar Industries a contract to provide and install an overhead identity panel in the westbound 1000 block of Torrance Boulevard immediately east of Prospect Avenue.  On August 18, 2009, the King Harbor entry sign near the 2300 block of 190th Street was prioritized and postponed by Council for replacement under Phase III of the City’s Wayfinding and Signage Program.

 

As staff prepared to move forward with the project, it was determined that combining the sign replacement work with necessary upgrades to the adjacent pedestrian crossing signals would reduce the number of poles required in the right of way, improve project aesthetics, and provide budget efficiencies.

 

On June 16, 2020, the City authorized on-call consultant AGA Engineers, Inc. (AGA) to proceed with the conceptual design to replace the overhead sign on 190th Street and to update the adjacent pedestrian crossing signal.  AGA prepared a traffic signal concept (Attachment 2) and City staff authorized AGA to proceed with the engineering and structural design for the signal equipment.  The proposed improvements include removing the existing overhead sign, structure, and foundations, installing new traffic signal pole in center median with dual signal mast and luminaire arms, removing and replacing the related curb side traffic signal poles, and replacing curb ramps, signing, striping and auxiliary work as needed. The new pedestrian crossing traffic signal system will be designed to incorporate a Redondo Beach King Harbor entry identity sign onto the new median island traffic signal pole as shown in the attached detail (Attachment 3). The King Harbor entry identity sign content is consistent with the concept adopted by Council on March 4, 2008 (see Attachment 2 inset).

 

The new King Harbor entry sign will reflect the current approved design standards and will mimic the existing overhead identity panel at the entry at Torrance Boulevard and Prospect Avenue (Attachment 1, Figure 2).

 

On September 28, 2020, Staff presented a report to the Public Works Commission to collect public feedback and additional input from the commissioners regarding the proposed project.  The Commission received and filed the report and directed staff to provide Council the meeting minutes for reference.  (See Attachment 4 - Draft Minutes) The Commission’s comments are briefly summarized as follows: consider adding landscaping to the center median, consider installing the entry sign only to reduce construction costs, and consider adding directional arrows on the sign to direct motorists to King Harbor.  Staff responses included considering landscaping as part of this or a later project, the cost estimate includes the need to upgrade pedestrian crossing signal equipment, and additional directional signs with arrows will be added at a future date as part of a subsequent phase of the Comprehensive City Identity Program. Staff received no major objections to the concept and recommends that the City Council proceed with the approval of plans and specifications.

 

The Engineer’s construction cost estimate is $108,000. Plans and specifications for the 190th Street King Harbor Entry Sign and Pedestrian Signal Improvements Project, Job No. 10160/41200 are complete and ready for City Council approval and authorization for competitive bidding.  Construction of the project is anticipated to begin after receipt of the new signal poles in June 2021.

 

COORDINATION

Development of project Plans and Specifications was coordinated by the Public Works Department.  Input was provided by the Public Works Commission.

 

FISCAL IMPACT

Funding for the Project is included in the FY20-21 CIP in the Comprehensive City Identity Program Project, Job No. 10160 and the Citywide Traffic Signal Upgrades Project, Job No. 41200.
