EXECUTIVE SUMMARY
On June 16, 2020, the City Council approved plans and specifications for the Grant Avenue Signal Improvement Project, Job No. 41090. On August, 20, 2020, ten (10) bids were received and publicly opened. The apparent low bid for the Project exceeded the appropriated funding by over $800,000. Staff has been in contact with METRO staff who confirmed that installation of the signals on Grant Avenue is an eligible expense under the Measure M Regional Funding funded Traffic Signal Communications and Network System Project grant that the City received for FY 20-21 and FY21-22. However, the bulk of those funds ($1.8 million) will not be available until FY21-22. Therefore, staff recommends that the City Council reject all bids, pre-purchase the traffic signal poles and related equipment with the existing Project funds, and re-bid the Project for construction early in FY21-22, using remaining project funds from Job No. 41090 and available project funds form Job No. 41280.
BACKGROUND
The Grant Avenue Signal Improvement Project, Job. No. 41090 Metro Call for Projects (CFP) funded (Metro CFP No. F5301), is included as part of the current Capital Improvement Program. The project consists of signal improvements at the six (6) signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard.
