EXECUTIVE SUMMARY

The Fire Department has received $2,790 in 2018 State Homeland Security Program Grant funding and requests a Fiscal Year 2020-2021 budget modification to appropriate the funds.  Funding will be used to increase response capability by purchasing antiterrorism chemical response equipment that will protect fire personnel from potential organophosphate poisoning during a terrorist event.   The nerve agent antidotes, DuoDote auto-injectors, contain a combination of two medications: Atropine (2.1mg) and Pralidoxime Chloride (600mg).  The auto-injector is a combination medicine that is used as an antidote to treat symptoms of nerve agent or organophosphate poisoning.  DuoDotes are mandated by the L.A. County Emergency Medical Services Agency (EMSA) to be carried on Advanced Life Support (ALS) units.  Each ALS Unit is mandated to carry a minimum of 9 DuoDotes.

 

BACKGROUND

The Fire Department was recently awarded funding from the 2018 State Homeland Security Program Grant.  This funding will be used to purchase grant funded pre-approved fire department ALS medications.  The DuoDotes currently carried on Redondo Beach ALS units have expired.  This is true for most agencies within L.A. County because this program started shortly after the terrorist events of 911.

 

The ALS unit inventory of 9 DuoDotes is called a Disaster Pharmaceutical Cache (DPC).  The mandated DuoDotes that are carried on all L.A. County ALS units are considered the first line of treatment for victims of a possible terrorist event that involve nerve agents. In the event of a large-scale terrorist event, additional DuoDotes can be requested and obtained through L.A. County Harbor/UCLA Medical Center.  Harbor/UCLA is a designated Disaster Resource Center and is the closest hospital to Redondo Beach within L.A. County with that designation. The DuoDote auto-injectors are one small component of a larger stockpile of pharmaceuticals that that can be used for a nerve agent release.  L.A. County’s stockpile of DuoDotes is part of a larger program “created by the Centers for Disease Control (CDC) to place nerve agent antidotes in communities all over the country to support a quick response to a nerve agent attack” (L.A. County EMS Reference No. 1108).  

 

The pre-approved project is the purchase of 30 DuoDote Auto-Injectors for their use during a possible terrorist event involving nerve agents.  Ten DuoDotes will be placed on three Redondo Beach Fire Department ALS units: Rescue 61, Rescue 62 and Rescue 63.   

 

COORDINATION

The Fire Department has coordinated with Financial Services and the Police Department. 

 

FISCAL IMPACT

There is no fiscal impact to the General Fund.  The grant funds shall be appropriated to the 2018 State Homeland Security account to purchase grant approved equipment.
